Ozi contracted a pair of rouge Gnomies to steal schematics for a TARDIS. Then, he paid a freelancer on fiver to work up the designs to be 3D printed.

Technically, O.0 is a type 40 time capsule. It took a LOT of luck and help from a time lord apologizer to birth the machine. While it is thought that only 305 type 40's had been grown. Evidence suggests there could be twice as many in existence. She wants to remind everyone to please feed the Ergs that live between dimensions and don't forget the gauze.
